The modulation of growing Alfven waves for a single particle trajectory of the non-thermal electrons is considered in the resonant condition of kinetic plasma dispersion equation. When the amplitude of the Alfven waves reaches a critical value, an anomalous growth of Alfven waves is excited in the direction nearly perpendicular to the ambient magnetic field with a turbulent spectrum. The growth rates are one or two orders of magnitude higher than the linear exponential growth rates of Alfven waves, which may explain second and subsecond structures in solar radio bursts.
